King Wu enfeoffs the lords of the many states

A poem says:

The house of Zhou founds its line and lays out the royal plan;it divides the rushes and parcels out the land, rewarding merit richly. It fixes fields and hereditary stipends in just three grades, and sets up five paths of rank for appointing men.

Iron tallies and golden writs are stored in the stone chamber;tall ivory standards and great banners surround the bronze tokens of command. From now on the bulwark fiefs are scattered like stars;they spread the king’s teaching and counsel, and all the people come back to life.

Now, Ziya gave the order to behead Fei Lian and E Lai. The officers of the flag gate pushed the two of them out beyond the camp gate, cut off their heads, hung them up as a warning and came back to report to Ziya. Having beheaded the two treacherous ministers, Ziya went back up onto the Investiture Terrace, struck the table and cried out, “Where is Bai Jian, the God of Pure Blessings? Bring the souls of Fei Lian and E Lai before the altar at once to receive their investiture!” Before long the God of Pure Blessings came, leading Fei Lian and E Lai with his banner to the foot of the altar, where they knelt to hear the decree read. The two souls lay prostrate below the altar, more wretched than words can tell. Ziya said, “Now, by the command of the Most High, Yuanshi: You, Fei Lian and E Lai, in life gave yourselves gladly to treachery and flattery. You beguiled your sovereign’s hearing, ruined the state and destroyed your lord, and then clung to life and tried to slip away. You knew only how to steal treasures to make yourselves great, never thinking that the net of the law lets nothing through. Now that you have met your just punishment, you must have a place in the register of the dead. All this is the fault you brought on yourselves, and also the calamity your fate ran into. You are hereby invested as the Gods of Melting Ice and Shattering Tiles. Though you are baleful spirits, you should diligently keep to your duties, and never again give rein to your savagery. Receive this with reverence!” When Fei Lian and E Lai had heard their titles, they knocked their heads on the ground in thanks and left the altar. Having finished the investiture, Ziya came down from the altar and led the officials back to Xiqi. There is a poem to prove it. It says:
